One of the most influential challenges in PFI handback is also one of the least visible: agreeing what the contract means regarding asset condition.
Contracts often include broad definitions of condition, residual life and evidence requirements, leaving room for interpretation. This ambiguity becomes visible when positions are tested and differing assumptions begin to emerge.
Survey findings are challenged, discussions become circular and progress slows.
Even where the requirements are broadly understood, the quality of assessment matters. Inconsistent methodologies or ineffective forecasting can undermine confidence and allow risk to remain hidden until late in the process.
The most effective approach is to define expectations early and in practical terms: agree how the requirements are applied, what conditions are required for handback, and ensure asset data is available to support the discussions.
Alignment on methodology is critical, particularly where forecasting is concerned. A shared approach reduces ambiguity and supports more confident decision-making.
Independent insight can support this by providing consistency and objectivity. Where both parties are working from a trusted, neutral view, discussions shift from interpretation to planning.
