PFI handback is often described as a moment in time. In reality, it is a test of everything that has come before it.

As the first wave of UK PFI contracts approaches expiry, that test is becoming more visible, and for many organisations more complex than expected. What should be a structured transition can quickly become pressured, particularly where preparation starts late or key foundations are missing.
