As the first wave of UK PFI contracts approaches expiry, that test is becoming more visible, and for many organisations more complex than expected. What should be a structured transition can quickly become pressured, particularly where preparation starts late or key foundations are missing.
Handback itself is not the issue. The challenge lies in what sits behind it: whether data can be trusted, standards are clear, expectations are aligned and governance is strong enough to support delivery. These are not issues that can be resolved at the end - they need to be built over time.
Outcomes are consistently shaped by five connected themes: when planning begins, the quality of data, how standards are interpreted, how condition is assessed and whether capability and governance are in place to deliver.
This series explores each of these in turn, showing how a process that often feels reactive and uncertain can become structured and predictable.
Handled well, handback is not a disruption. It is a transition, one that can be actively managed and used to set a clear direction for what comes next.
Handback rarely becomes difficult overnight, it reveals issues that have been building for years, often at the point when there’s least time to respond.
