Katherine Jackson

Katherine has more than 20 years’ UK and international infrastructure experience, combining a civil engineering foundation with deep private finance, commercial and contractual expertise. She advises lenders, sponsors, governments and public sector clients across the PPP/PFI (public-private partnership/private finance initiative) lifecycle, from financial close and construction through to operations, secondary market transactions and handback.

Her work spans lenders’ technical advisory, independent certification, technical due diligence, operational monitoring, PPP audits and contract performance improvement across highways, street lighting, defence, aviation, rail and wider infrastructure portfolios. She has led or supported major projects, including the M25 DBFO (design, build, finance and operate), UK Street Lighting PFI portfolios, Maliakos–Kleidi motorway PPP, Aberdeen Western Peripheral Route DBFM (design, build, finance and maintain), Aruba Green Corridor PPP and secondary market reviews for investors, lenders and purchasers.

A chartered civil engineer, Katherine’s strength lies in connecting technical performance, contract obligations and commercial risk. She translates complex asset, lifecycle and contractual issues into clear, practical advice, helping clients understand where risk sits, how it is managed and how long-term outcomes can be improved. This integrated perspective underpins her work, particularly where operational performance, lifecycle investment, compliance and handback risk converge.

She also contributes to technical leadership and industry engagement as Technical Excellence Lead and a Board Member of the Women’s Infrastructure Network UK. Her publications include work on the resurgence of PFIs post-pandemic, reflecting her focus on private finance, infrastructure delivery and long-term asset stewardship.
